Ooh now I'm not sure, but I think this may have something to do with the no- nothing powers that be turning off the street lights. Next we'll have old **** running the council....oh wait a minute..

Being an ex business man, I know that you DON'T leave tools in a van either overnight or in the daytime, this chap needs to contact his insurance, however, they may not pay as small print on carrying tools out of work times stated in the insurance documents,
are we not told by the local bobbies, not to leave valuables in sight,
I know, If its in a van with out windows, but you have an opportunist.

On New Year's Eve I spotted what I thought in the circumstances a suspicious vehicle and occupants, so I rang the police on the 101 number and explained to the operator who asked why I thought it was suspicious on giving my reasons she immediately said that she would put me through to priority, this line just rang unanswered rightly or wrongly I gave up

101 is for NON urgent crimes, like a neighbour having music too loud or anti-social behavour.

A vehicle and/or their occupants acting suspiciously is what I would consider URGENT, in which case you ring 999...
