Not unusual for people to have problems with trailers & things on them at this time of year. Usually it's a wheel coming off a trailer thats been laid up all winter & not maintained.

The driver should be fined for having an unsafe load. There is no way your boat can come off its trailer if it is properly strapped down. You should have a the winch post strap, or wire, attached to the boat's towing eye on the bow, PLUS a safety rope. Main ratchet strap over the centre of the boat to stop it jumping about. 2 small ratchet straps from each stern ski U bolt to the trailer and these would also prevent the boat rolling back off the trailer.
Suspect the clown here just had the front winch strap attached and it parted allowing the boat to roll off the trailer?
