What is council so scared about?

Howard Anderson, journalist and TV producer, died last month. It was he who, in the face of huge initial resistance, pioneered the televising of the House of Commons, thereby allowing the electorate to see how its government works, how decisions are reached and how members vote. The first such broadcast was in 1989.

The House of Lords had been televised since way back in 1983.

Here in 2012, West Dorset District Council continues to forbid audio or video recording of even the smallest part of its public proceedings. What could it be afraid of?
