Having lived in Weymouth all my life, nothing changes, if a car park is put on North Quay it will stay for years as nobody has any get up and go.
To improve the outlook may I suggest moving the road to the back, developing next to the flats, and have social areas for all to enjoy, and very restful for watching the boats coming and going, with a pot of tea or stronger.
Have some imagination.
