We are currently compiling a database of all comments made as they are received. Once the exhibition closes and the consultation period comes to an end we will complete our analysis of all responses.
A report will be prepared for the environment and conservation committee summarising all the responses and addressing the issues raised in so far as they relate to issues covered in the draft masterplan.
It will be that committee's responsibility to recommend any changes to be included in the final masterplan as a result of public comment.
We will obviously also be discussing the issues with Howard Holdings to ascertain the extent to which it is prepared to modify its developing scheme to recognise any public concerns.
Council officers will also be reporting back to councillors on a regular basis on such issues as: The results of the site and marine investigations currently underway, The hydrological studies, The business plans for the community, room, theatre and World Heritage Centre, Our consultants' views on the viability of the scheme.
Once the final masterplan is agreed, Howard Holdings will be working towards preparing a planning application to be submitted in the spring. Further public consultation will take place at that stage with full plans, elevations, etc, being available for comment If that application is approved, the associated Section 106 Agreement, the Harbour Empowerment Order and various other formal consents will be put in place. Howard Holdings' building agreement with the council will go unconditional' and it can start work!
Currently it hopes to start work in January 2008 and have the whole scheme complete by the middle to end of 2011.
