In the good old days when our refuse was collected we had one little laddie who always came along in whatever weather, never missing anything, never spilling anything, and our refuse disappeared to be recycled or whatever.

Now we have two separate collections for different categories, presumably thus doubling the cost.

However, on many, many occasions the refuse is not collected in spite of telephone calls and e-mails, and we now have rats nibbling at the bags that have been left outside.

I presume that the non-attending refuse collectors are still being paid for the non-collections?
